Evidently that is a badly designed "handicap access" sidewalk there. But yeah, the guy sitting and watching was funny - those folks were all heart.

To be fair, it IS the same color as the rest of the ground.
ADA (Americans for disability Act) requirements include surface changes so that the blind, using canes, will realize the grade change, and possible danger,it could be a road etc. Some of theses surface changes are very subtle, great for the blind, but precarious for the sighted. They had the same problem with the Walmart entrance in Alexandria when it first opened, and people who fell, did sue Walmart and the builders. It has since been reworked.

You can easily tell that it's a design flaw of some kind, because the people walking further up on the lighter colored curb are not having the same problems.
