Most motherboards and cpu are now (recently) made in china - and china has recently over-taken the whole home computer market (phone + tablet + light laptop ALL CHINA CPU in 2021). THANKS OBAMA.
CPU MAKING TECHNOLOGY:
* youtube has some interesting video on how cpu are made. they are using liquid plastic hit with light and ending up with wires 1 micron wide. nanometer tech chips. it's not interesting they can use imagery and etch copper really - what amazing moreso is the result "works at high speed and low power and doesn't degrade with use" (actually - Intel's celeron chip had the issue that after long use it'd fry itself at any speed). even if the circuit can be imaged it's incredible "it actually works", takes the heat, and is reliable
* germany, russia, they makes complete high tech cpu - but they only do it low volume, for weapons or industry projects and for rich people
* usa: has some high tech high volume capability (Intel, Ti, others?). however democrats are using both politics, hacked technology, and mis-information propaganda to put an end to Intel and other USA chip makers.
CHINA
* making cpu in all phones, laptops, pads. making them at high volume
BOARD MAKINNG TECHNOLOGY:
not really dis-similar from chip making on a larger scale (uses image of circuitry, there are many steps to the process, sheets of intermediate substrate used, machines are dedicateed to doing each step). it is lower end - the equipment needed doesn't cost as much, but is still far beyond "any local investor"
* germany, russia, they makes complete high tech motherboards - but they only do it low volume, for weapons or industry projects and for rich people
* usa: Intel (and others) make motherboards (the best), but democrats hate usa and have flooded PC stores and the internet with "anti-intel" propaganda: many chinese websites and forums "made to appear to be made by americans" claims Intel makes cpu but do not make motherboards. that is how china "competes". that and taking out global debt to build facilities other towns "can't afford"
CHINA
* making boards in all phones, laptops, pads. making them at high volume (china japan usa outsource many but not all boards and chips to malaysia. thats right - china outsources too - it's not just japan that outsources or usa)
TOTAL:
* germany russia others outsource to CHINA just like USA does
* only Intel USA (and a few other USA companies like Ti) make MOTHERBOARDS and CPU in quantity sufficient to "supply a consumer market"
========================
does it make a difference if europe never goes to volume and USA gets flim-flammed into outsourcing even further?
yes. governments, banks, military, businesses all use computers (and have been continually attacked by china and have had theft by china or hackers)
there isn't a signle chance that having all consumer computers (ie, where most profit $$ is) made by one island of china "is a good idea". there would be (is) a china military hack in any corner of billions of corners in the high tech circuitry
========================
USA and others cannot let one island in china be "the only maker of phones laptop and pad that have cell phone ability"
the ability is about VOLUME (factory size, investment in machines, moderate size skilled staff) as much as technology. it's about being there and doing the job also.
bad idea - outsource all to one island
