Was Joe Biden’s life the basis for a Star Trek character?

Lunch Bucket Joe and the Star Trek character Christopher Pike have a closely intertwined story line. They both had brain damage that made communication difficult and spent the last few years of their lives in a depressing and diminished shell of their former selves. The story ends on a happy note for Capt. Christopher Pike, but will the end of the story be just as happy for good ole Joe after President Trump beats him on November 3rd.
