No online video shows the moment of collapse - all the video shows moments after it began

The video began roughtly 3 seconds after the failure began: if there was a cause earlier before that (such as a crane dropping a load onto the deck, or worker hitting a column) is not in any news so far. (note adjustment below)

It's not a sure thing from the video where the collapse began, obvious it is seen the upmost corner began falling from the top - but where is another question.

THERE IS AN IMMENSE LOBE STICKING OUT 5 OR 10 FEET HITTING THE 3RD DECK (from top). It is not supposed to be there and way to large to be in an un-finished building. (it is too heavy the concrete has not cured yet: even a finished building shouldn't be subjected to immense items on their floors except with ENGINEERING APPROVAL from the maintenance staff)

watch the video again. you will see clearly the lobe sticks out 5-10 feet outside the building. it is massive it goes right through the floors it touches with help of the floor above pushing it. it's far larger and more massive than the concrete columns holding up the floor. you'll also note it isn't a floor section flopped out - it is LONG and ends up tiling up instead of down because it is long and rigid and the collapse began in the center (not at the corner).

it could be corruption - union contract damaging building that "is insured". no engineer would be dumb or greedy enough to leave something of that size on or near the top or any floor of a building still having it's floors going up (not even walls "to tie them together" let's say)

A SECOND LOOK you'll see smoke coming out of the building in the background which would have taken more than 3 seconds - making it obvious the collapse began with the center crane

as the crane is released from the building (all supports completely fallen through thus nothing to prevent it from merely falling over) you'll see: IT'S ARM IS DOWN and entrapped. this was very likely a crane caused accident.

there is yet to be determined what the center crane was being used for at the time of collapse: it seemed to be a strut not a full crane but was being used for tension to hold something up. the center crane is difficult to see in the first frames of the video - it is shorter not as large. it has a diagonal stress member which becomes torn apart as it's falling - it later is the most prominent feature of the short video.

whatever happened happened far from the corner that appears to fall first - likely in the middle of the roof began to fall and the part of the outer building which was effected first was the front corner.

that would mean the video was shot more like 9-12 seconds after the initial event causing the accident occurred.

my opinion is either the cite engineer is un-qualified or - as likely

that it was sabotage from a nearby casino crime family - to prevent competition by causing a large accident

it should also be noted the building was of the cheapest quality of construction: rebar/mesh re-inforced solid concrete slab columns with a concrete floor poured onto a mesh hung from the columns. integral cranes on the side of the building (instead of the middle like NYC does it) are likely also a "cheap skate" ploy

(they are so cheap they are dangerous to build because the floor can fall if the mesh<>column fails while pouring the new floor and the weight of wet concrete becomes an immense burden without structure. but that "problem" is a well known one. one of the fell in fairfax in the 1970's)

i guess the metal girder box in the center (a few floors higher than the top deck completed) is the elevator / stair assembly. that would mean the building was a few floors from it's intended top height. though it would have had floors numbering in the teens, it's likely the tallest building allowed in that area for that kind of construction. the large area of each floor matters because larger floors (more columns per floor) bring in much more complexity than buildings with small floor area: there is more places, more ways, where shifts can cause major stresses.

anyway - still likely a "crane" accident (here, it is a strut being used to hold tension diagonally - the reason for doing this is unclear: but in NYC they do not do that we can say)

Plans to build a new structure on the site had been in the works since at least 2007, when developer Mohan Kailas bought the building for $3.6 million after plans for another redevelopment project fell through.
That project came to a halt in 2013 when Praveen Kailas pleaded guilty to fraudulently billing a state Katrina recovery program.

Praveen Kailas, the son of Mohan Kailas, had been the public face of the project before pleading guilty to one count of conspiracy to commit theft of government funds and one count of theft of government funds. The theft scheme was exposed by WWL-TV in 2012, leading directly to the federal criminal investigation.
Praveen Kailas served almost two years in federal prison.

Kailas Cos. remains a partner in the Hard Rock project. Crews recently began work at the corner.

Prior iterations of the project raised concerns that the building’s modern appearance would clash with the French Quarter, while others argued it would not pay enough respect to the site’s ties to the civil rights movement.

infact quality columns would not readily turn to dust: quality column are made "more specially" (it's highly complex) AND WOULD BREAK IN CHUNKS AND BE SEEN FALLOUT OUT (SOME ALMOST HOLE)

THE FACT THAT THE COLUMNS MERELY DISAPPEAR INTO DUST SHOWS ... they may have been saving money on the columns because they knew the building was going to fall

that it was a planned accident and people died is still a possibility

inserts are hung from columns and mesh tied around / to it. any steel would be thin - only that needed to hold the concrete in the mesh while drying

there are so many ways to do a floor it's rediculous - and i would venture to say IT HAS BECOME UN-REGULATED - that foreign companies are hired who have made reinforced concrete structures that fell and usa regulatory agencies have simply given up

(the above scheme says it will be post tensioning, but it looks awful lanky and is. post tensioning helps but is know to have many many dynamic issues: it would be unsuitable to bet your floor would hold up relying on that for structure)

reinforced concrete. this was a balcony held by pretty beefy rebar: which ripped right out of the concrete. construction today is racing to build where costs don't allow - and many took the path of non-engineered reinforced construction (let jose tie a bunch of rebar hope it holds)

concrete floors (heavy) are popular but not always used in tall buildings

iron cross beams have been used in iron buildings (very beefy)

in others, metal struts (even wood joists) have been employed (the framing must be steel to support a floor - concrete columns absolutely wouldn't work)

Why? They are simply more complicated and if the magic formula is found to "really use reinforced concrete as well as steel" the rewards would be enormous: the thing is that THAT HASN'T YET BEEN DONE - the best engineers have not mastered it.

but your best engineers: are being hired for the best buildings that are more rugged - so your best engineers are working on the wost of building engineering problems

if the video is authentic it shows something that merits engineering investigation

the columns are thin, sparse, and APPARENTLY made of "normal" rebar reinforced concrete (not gas welded steel, not specially engineered concrete which i won't go into splaining here)

such a thing would never work and even structures with less sparse columns (in a taller wide floor building) have collapsed during construction

the question remains: if the whole job was an axe job which, counting deaths which we will do, is a murder charge

the fact is a normal concrete column of that height has engineering issues HOLDING IT'S OWN WEIGHT (let alone a huge floor above it) - so the question is how such a thing would ever get on to an architectural page

i will evade exact engineering and instead show columns in a large building

here's a state of the art for concrete reinforcement.

wide floor space (un-obstructed by columns and load bearing walls that is) is "PREMIUM", BUT requires bigger columns (and perhaps some steel memebers)

for steel girder structures the picture is completely different and not discussed

the state of the art of "SAVING MONEY BY USING CONCRETE FOR THE FRAME" is wider floor space without loosing integrity

however: larger columns are HIGHLY SPECIAL, they must be mostly steel (to reduce weight) or their weight will overload columns on lower floors, and the floor must be special (a wide floor must have a joist system of some kind that other floors did not need)

finally: large columns - the concrete that goes in them is special - that's not regular sidewalk concrete, no

the business of "more open floor" using cheaper concrete columns: is the risky edge of building tecnology

steel columns support much more than their own weight "automagically", problem solved

the problem with concrete column is above about 6' they can't even support their own weight unless very thick (very roughtly, 1' round just for a short one)

decreasing the weight of concrete column is done by increasing the steel with rebar (which helps reinforce somewhat), A BIG HOWEVER: to "solve the problem" (have a psi rating that exceeds supporting it's own weight) there needs to be enough rebar in it that there isn't room for concrete to cure properly - meaning - the inner arrangement has to be engineered - not simply hacked together by un-educated rebar workers without plan. (lower columns for buildings are highly complex steel structures with clamping and mooring later filled with concrete and protected with covering)

I forgot to say a newly released construction video from the "wrong" side of the building shows practically nothing except that the center crane "just disappears" (it is a very long low frame rate video)

it says allot - it says that the smoke which billowed out long before the car video began filming (very roughly 13 seconds?) was not visible from the other side

the collapsse (smoke already in the street) spread to the corner (viewed from the car) and then down. the crane tore out long after the downward collapse seen on the corner (viewed from the car)

therefore the collapse must have happened inside and middle - which could mean the hispanic man's worries were exactly what did happen

this bothers me too. this chinese building is apparently (sorry if i'm wrong) iron and has cranes hanging off the side. (an iron building can handle that)

but ?who said you can hang cranes off the side of a big hotel with concrete reinforced columns?

where did that become "an accepted practice" ?

NYC puts their cranes in the MIDDLE (where the elevator shafts are and go up), and their buildings are iron - why is for speed and security

I've read about this incident. It is so tragic that I started to cry when I first saw it. I used to work there. I guess I'm lucky I left before it happened.
