His staff must hate him. There are whole positions dedicated to protocol and appearance for the POTUS. The only reason this would happen is if he refused a fitting or they are intentionally making him look an idiot (more of an idiot). I guess its also possible he thinks a long waistcoat will be like the long ties he is so fond of - looks stupid and unprepared.
