He will not have the power to do that. Under Virginia law a bill has to be introduced and it has to be voted on. A bill to move the LJ day holiday to election day was voted down just last month.

Lee was certainly a democrat activist that opposed the republicans. However he did oppose slavery so that must be why democrats want their war leaders statue removed.
