I'd suspect Mueller already has multiple indictments already handed down that are being kept under seal. That way he can negotiate with the perps with the expectation they will assist in finishing the job and allow him to take the whole thing down at once.

That's where Trump and his media clowns get it all wrong. This is not a political witch hunt. It is an organized crime investigation. Trump's inability to understand that will mean that when the hammer comes down, it will come from a direction he did not expect, and the whole thing comes apart on him. Family in jail, assets seized, etc. That is how they do it in OC cases.
