It's a 7+ minute video. Start watching at the 2:00 minute mark as that's where the action starts.

If the guy was on PCP, it clearly took all 6+ of those cops to subdue him. Also, the YouTube title indicates the cops beat him. I didn't see any beating take place. Just a high black male who resisted arrest and then received several road burns because he was agitated and kept moving his body on the asphalt.
