Why doesn't she start in the jurisdiction where they alleged incident took place?
Because it is a crime to file a false police report.

There is no evidence to initiate an investigation; an investigation is like anything else, there has to be a starting point. Where does one start with this? There are no witnesses, there is no DNA evidence, there is no actual physical evidence? What do you do in a case like that? There is even no circumstantial evidence!! Fairness is the only doctrine. A fair and impartial hearing. The latest is that even the FBI says it would be impossible. What the hell do you folk want? Where does the preponderance of evidence needed to convict lie/

Let me explain how this works for you fucktard libs. I know that you're confused about how it after the dumb "Russian collusion" thingy.
The police only investigate allegations of a specific crime(s) for the purpose of gathering evidence for pursuit of a charge of such crime(s) by prosecutors. An investigation is not a fishing expedition to find something that maybe you can charge someone with or provide fodder for political purposes.
Not to mention that everyone knows that it's just a political ploy to delay and deny the appointment.
