6. Potomac River Crossing Study (Countywide)
As directed by the Board of Supervisors (Board) at the June 29, 2017 Transportation
Summit, the Department of Transportation and Capital Infrastructure (DTCI) completed
a study (report) that identifies a series of eight (8) of potential corridors in Loudoun
County, generally within an area bounded by Goose Creek, the Potomac River, the
Fairfax County line, and VA Route 7, which may serve as the basis for further analysis
of the social, cultural, historical, environmental and transportation impacts of a future
Potomac River crossing. The report provides an overview of the potential benefits and
challenges of a new Potomac River crossing including improved transportation
that could be realized from such a crossing. Transportation and economic benefits
identified within the report have been primarily derived from previous crossing studies
and from similar projects undertaken nationwide. The report does not identify corridors
within the state of Maryland and has not been prepared to compare the corridors to each
other or recommend one corridor over another. For each of the eight (8) corridors
identified, the report discusses specific characteristics of the corridor and provides
details on significant natural and man-made features that would be impacted by
construction of a roadway leading to new river crossing. The report notes that
construction of a new crossing of the Potomac River would significantly impact
transportation across the entire Washington D.C. metropolitan region. As such,
decisions regarding the need and feasibility of a new Potomac River crossing would
require the consensus of a large number of public jurisdictions and agencies, the public,
and private organizations. The report also outlines potential next steps in the review
process should a new Potomac River Crossing be further pursued.
