Mel Reynolds was not part of a Presidential administration. His pardon did not curtail the investigation of Watergate like Nixon's did nor curtail the investigation into Iran/Contra like Weinberger's did. Ford and HW Bush were doing favors to save their former bosses asses...(In HW's case, many think his own ass, since his role in Iran/Contra was never fully disclosed)
Clinton just pardoned a fellow perv who happened to be a congressman.
