The SRO hid outside while Cruz was shooting up the school. Broward County law enforcement who arrived at the scene all waited outside, awaiting the SWAT team. A neighboring jurisdiction's officers who arrived before the SWAT team were the first to enter the school as they disregarded the direction of the Broward County officers to stand down and wait for SWAT.
So, the authorities deserve ample blame.
