Should women who serve divorce papers or voice news of breaking up on Valentine's Day be PROSECUTED for intently emotional provocation and moreso: intently creating situation 911 may need to endanger themselves responding to?

Is manipulation and drama queen a civil tort (an offense to society that one can be BILLED for in money or community service, because of the trouble it causes)?

WMAL's "new pick" spent all of Valentine's Day covering women who break up on Valentine's day from "her perspective", rummaging up hard feelings among women in the area on Valentine's day.
