Why is going home from a visit to USA a penalty aren't you going to give them wealthy gov jobs same as here?

the number of those crossing and apprehended have recently DOUBLED - an initiative obviously showing mexican military interest in "making california then the rest of USA part of mexico" (many assume Fx, MD are in there early)

Mexico is sending political envoys, cocaine, etc to California then DC area to "help insure governments they think they control do not send any Mexican voters back to Mexico"
