You can blame all the President's after Truman for not dealing with North Korea regardless of what the threat was at that time of their Presidency.

Truman was the only one that did anything and that was because N.K. invaded S.K. All President's after him had a chance to deal with N.K. but didn't.

You could say that President Ford took action when an American soldier was killed but that was only to finish chopping a tree down that led to the killing. I personally wouldn't call Ford's action as taking action

Its pretty complicated. You can thank Russia for helping N. Korea build its reactors from which it get plutonium. Clinton stopped production of weapons grade material for some of his term. Bush opposed N.Korea agreement but it was under W that N. Korea threw out inspectors, removed seals on reactors and got serious about producing a nuke. Bush froze offshore assets of N korea in 05 but then un-froze them in 2007 also taking NKorea off terrorist list in 08.

August 2008 under Bush N. Korea once again started production at Yongbyon claiming USA had not fulfilled its obligations so in October 2008 Bush took them off America's "State Sponsors of Terrorism"
