These "departments" are formed by State representatives and their function is certainly the work of every State. Why wouldn't the way in which votes are counted be considered an executive function all of the States do and would not hide from the President, an office of Executive power? Especially where investigation into partisan cheating is he Question?
require in writing an Opinion certainly means: an investigation of information signed by Members is truthfully and takes efforts to answer Question the President had asked

By the standard suggest by Democrats, Trump cannot ask how states did their voting, nor whether States have a Militia either. There would be nothing the States COULD NOT HIDE from the USA itself.
On the other hand the President must have Consent of Senate - even a War he commands is "called into service BY THE United States" (skirmishes not incl.)
