if "the Clintons" (meaning the USA) made affairs of State with Russia, and if Trump will (noting CNN got sued and lost for saying he already did)

treaties by the Pres require Consent of Senate, not Congress, while Treaties by any State require Consent of Congress

the "Russia" deal was a deal of exchange between two large power companies, so it was really "regulation" (to allow the companies to proceed) - unless Clintons privately profitted - which would be a Conflict of Interest

the whole thing is meant to distract and delay the public from MONEY and counties in the USA that steal it

any individual (or company) can buy and sell to a foreigner if done legally, including the president. the question is who's money.

* it's illegal for a President to make a commission on sale made using USA taxpayer money. but some foreign countries (ie some in south america) operate soley upon commission

* it's illegal for the pres to make an otherwise illegal agreement without Consent of the US Senate
