Rep. Tom Garrett wants to take marijuana off the federal controlled substance list and leave it to states to enforce their own marijuana laws.

Garrett’s Ending Federal Marijuana Prohibition Act of 2017 would treat marijuana like alcohol and tobacco, if passed.

Sen. Bernie Sanders, Vermont Democrat and a candidate for president in 2016, issued a bill that would achieve the same aim in 2015.

“This step allows states to determine appropriate medicinal use and allows for industrial hemp growth, something that will provide a major economic boost to agricultural development in Southside Virginia,” explained Garrett, a Republican first-term congressman who represents the 5th District, which includes most of Fauquier County.

“In the coming weeks, I anticipate introducing legislation aimed at growing the hemp industry in Virginia, something that is long overdue,” he added, in a news release issued Monday.

Garrett said enforcement of minor narcotics crimes disproportionately hurt poorer people.

“What I find most troubling is that we continue to keep laws on the books that we do not enforce. Virginia is more than capable of handling its own marijuana policy, as are states such as Colorado or California,” the congressman said.

California and Colorado have legalized recreational use of marijuana, both growing and consumption, within limits.

Garrett said he anticipates bipartisan support for his bill, which runs counter to plans announced by the Trump administration to crack down on federal marijuana crimes.
