I agree forcing open competition between insurance companies across state lines would be good for driving down costs. The problem is Congress, which has zero spine, would have to take on the insurance companies which have benefited from state-sanctioned collusion. That isn't going to happen. So it's Obamacare or nothing, meaning the return of pre-existing conditions which is politically unappealing.
