Never underestimate the power of stupidity, though.

People thought the millennium ended on 12/31/1999 because they either forgot that there was no year "zero" or they just don't understand how many years are in a thousand years.

Two thousand and ten sounds about right for all the dimwitted morons I encounter on any given day.

At least in this case, they just sound stupid, but I don't know that there are any rules they're breaking, other than if they were writing a check or something, and wrote it out for "four hundred and twenty dollars and 50 cents" which would obviously be breaking every rule of logic and banking and math.

No no... that won't do at all. If you want to just say "ten" then you have to refer to this year as "nine" for the rest of the year.

If you say "oh nine", you HAVE to say "oh ten"...

Nope, if you say "Oh Nine", you can very well just say "Ten". You could also say "One Oh". You'd only have to say "Oh Ten" if you said "Oh Oh Nine".

People will say "twenty ten" for 2010, and we will retroactively change things like "two-thousand and five" to "twenty oh five".

Think about it...no one says "nineteen-hundred and seven"; we say "nineteen oh seven".
