A dog that barks at every single stimuli it sees like that is a symptom of poor training, and lack of exercise. You may not be walking your dog enough if it has such energy throughout the day, but even more likely you haven't properly trained it to the point where it recognizes what necessitates a bark and what doesn't.

I would rarely if ever advocate using one of those shock collars, they should be an absolute last resort to proper obedience training. Teach them commands early on, give them love and affection but don't fucking throw a shock collar on your dog, there's no need to do that shit.

Walking it? The Morenos do not look like they get much exercise themselves. Nor do they know anything about "love and affection" other than as it relates to incest and pedophilia. William Moreno also killed a pet cat by kicking it.
