It reads that because a militia is necessary for the security of the country (State being capitalized), people have the right to keep and bear arms and that right shall not be infringed. Infringed means taken away or limited.

The founding fathers knew that the government would take as much power away as they could. An armed citizenry would deter the government from violating the rights of the people.

If you take away the 2nd Amendment, all other Amendments are in jeopardy.
