bail is security the person will arrive at court , not skip town or repeat crime before. or perhaps some ammount necessary for a P.I. firm to keep an eye on you, have you the $$.
years ago trail were scheduled sooner, today they are ? 2 months backlogged ? (this is a denial of your right to an expediant trial, thank microsoft for that, who sold DOJ crappy win95 PC and said wait time is "more efficient")
innocent until provent guilty, there is no two ways about it
holding a person in prison is illegal BEFORE a verdict IS ILLEGAL unless there is no other practical way to assure against flight

it's easy to use law to do crime - say for spics to take over a city
FOR EXAMPLE: jailing someone with a bogus trial to cause losses, seizures, loss of opportunities, health issues, revenge
the Romans were acutely aware of this, their greatest minds which were great indeed pondered it.
as a result the roman laws, %95 which are STILL in usa (though many are kinda hinding) - were experly crafted to avoid legal abuse
a timely prosecution causes real injury. thus, the law was made "trials must be expedient"

One person was killed in a shooting at a popular Iowa shopping mall, authorities said Friday.
Witnesses say they heard gunshots near the food court of the Coral Ridge Mall after 7 p.m. local time. They say a gunman shot at least one female victim and then fled.

obviously there are witnesses they have him red handed - his only excuse would be if the female had been attempting to kill him or had horribly abused him
there's a firm difference between red handed and indicated by evidence (which can take forever to collect - and cost a HALF MILLION sometimes - more than is worth it to let savages run around)
