4th conviction for driving without a license in Virginia

I was just in an accident with another car whose driver was driving without a license for the FOURTH time in Virginia. Court records show 3 prior convictions in Fairfax, Loudoun, and Prince William Counties between 2011 and June of 2014, just 6 months ago. This is his 4th offense (yes, 4th) which just happened in Fairfax County. His previous penalties ranged from $50 to $250 plus court costs. Ir looks like he just paid the fines and was on his way to driving once again.

As this is "JUAN's" 4th offense, what will Fairfax County do to him this time?

Make me judge for a day. I have only been to court once in my life (speeding) and the amount of trash filling up the courts is astounding.

First offense for something I understand, $100 fine. Second offense, $1000 fine. Third offense, felony conviction and $5000 fine. Fourth offense for the same fucking shit, super-felony and 90 days in jail. After that, super duper-felony and 5 years in prison.

I prefer to just execute people for their third offense but Liberals need voters so there would be a crazy uproar over enacting many of these punishments.

If I were a judge there are three questions I'd want answered: Does the driver have auto insurance with a reputable insurer, especially if there was an accident; Does the driver have any unpaid fines; and Is this the second or subsequent charge for driving without a license? Wrong answer to any of these and the driver will be going away.

There are many Hispanics in Northern VA who are green card holders (legal immigrants) and even many who are U.S. citizens.

Do you happen to know what the unlicensed driver's legal status is?

If he's illegal, the circumstances suggest that the OP in previous thread http://www.fairfaxunderground.com/forum/read/2/1733496/1733982.html has drawn an incorrect, or at least overly broad, conclusion. OP in that thread titled his post "FCPD allows illegal aliens to drive."

Maybe the officer in that prior thread refused to go after the illegal driver without a license b/c of some other situation that needed his attention.

Below are Fairfax County ordinances as applicable from https://www.municode.com/library/va/fairfax_county with penalties listed in part (b):

Section 82-3-17. Driving without operator's license prohibited.36 [] permanent link to this piece of content

(a)

No person, except those expressly exempted in Code of Virginia, Section 46.2-303 through Section 46.2-309, shall drive any motor vehicle on any highway in this County until such person shall have made application for an operator's or chauffeur's license, as hereinafter provided, and satisfactorily passed the examination required by Code of Virginia, Section 46.2-325, and obtained either an operator's or chauffeur's license, nor unless such license issued to such person is valid.

(b)

Upon a first conviction of a violation of this Section, the penalty imposed shall be a fine of not more than Five Hundred Dollars ($500.00) or imprisonment for not more than six (6) months or both such fine and imprisonment. Upon a second or subsequent conviction of a violation of this Section, which second offense shall have occurred within one (1) year of a first offense, the penalty shall be imprisonment in jail for not less than ten (10) days nor more than six (6) months, and, in addition, may be a fine not less than One Hundred Dollars ($100.00) nor more than Five Hundred Dollars ($500.00). Update:

The judge didn't ask and the cop didn't offer the information about the 3 (YES THREE) prior DWOL convictions. Jose got off with a $100 fine and $90 court costs and promised he wouldn't drive in VA again without a license. I almost couldn't contain myself in the court room. WTF

What exactly is "reputable" insurance? Selling insurance has nothing to do with reputaion. If your company is licensed to sell in VA, you can sell in VA.

Anybody in court for a DWOL charge, the Judge will AUTOMATICALLY have a copy of his/her driving record right in front of him.

Dear Faggot Yes...

I am absolutely NOT trolling. It is the god's honest truth.

I asked the officer after court, why she didn't say anything about the previous convictions. She said that they incidents did not show up in the DMV recordm EVEN THOUGH they show up plain as day in the Court Records Case Search System for Virginia online. I said why would they show up on the DMV record when the guy DOES MOT HAVE A LICENSE? She had no idea.

FYI.....

Fairfax shows 2 convictions for Driving without a license for
Loudoun shows 1
Prince William shows 1

TOTAL 4.

Don't believe me....look him up yourself.
