I think the tactics on that were poorly done. And I think it follows, from the way the question was framed, that the OP knows that as well as I do.
Mark Twain had a good line: “The difference between the right word and the almost right word is the difference between lightning and a lightning bug.”
Although it's unclear whether there would have been any significant negative repercussions even if perfect tactics had been used, the actual tactics amounted to little more than a lot of lightning bugs being enthusiastically tossed around, with nary a bolt of lightning, much less one aimed at the right spot.
