Why the announcement at 8 pm?

It almost seems like government officials were encouraging rioting. They knew there was no indictment, yet they held the decision until nightfall and allowed time for all manner of troublemakers to make their way to Ferguson.

They level of government incompetence in Missouri is astounding.

They should have announced it at 5am knowing the residents there don't get up until noon.

Less time to riot and loot, they won't do it in daylight. Colder, some folks don't like the cold. Leave the liquor open and stocked, they know it will be hit first...the looters will drink it then and get drunk and pass out...won't riot and loot all night...looking for the club.

Good strategy.

It was deliberate. The whole effort since the shooting has been to maintain the status quo - white cops over black civilians. This is incredibly important to the powers that be in Ferguson. They're terrified of losing that power. They want the riots. The riots justify their aggressive armed response, and ensure that nothing will change.

The grand jury result was dictated from the start. There is no way that the DA was going to allow an indictment. That's incredibly obvious to any observer who knows anything about grand juries.
