That's a typical stall tactic veteran scofflaws use to delay the inevitable. I cant tell you how many times Ive been in court and the defendant will plead ignorance about getting a court appointed attorney. The only thing the Judge can do is give them a continuance because if they were convicted, it would be instantly overturned on appeal.

Although it can be a complicated scenario, typically a person doesnt pay their fines because they dont have the money to do so.
Go to any court website and look at all the unpaid fines. Some go back years. Im not sure what is done to try to collect these.
