I thought the Ipod Touch was still relatively new? I just bought this like a year ago..

Yes I like jogging early in the morning when it's less busy..

As the other person wrote, it's a bike/pedestrian counter, specifically an Eco-Combo Urban Post: http://www.eco-compteur.com/Additional-Products.html?wpid=25142

Arlington County has a website where you can check the results of the various bike and pedestrian counters they've installed. http://www.bikearlington.com/pages/biking-in-arlington/counter-dashboard/

Assuming that's the Key Bridge East sensor, 2388 people and 929 bicycles passed over that spot on 6/19/2014.

That's a Double Black Diamond Jump Spot.
This denotes a very difficult spot from which to jump off a bridge.
