I can't find any of the old videos of Cheney nodding off in other meetings, other than the one during a cabinet meeting about wildfires, which isn't as good as the nod-off during the farewell speech.
In Cheney's defense, he's been so paranoid about invisible soviet submarines and evil muslim terrorists and all the other things that are about to destroy america since the mid 1970's, he probably doesn't get much sleep at night. I bet he wakes up in sheer terror and cold sweats several times a night thinking about all the ways America is about to be blasted into oblivion by evildoers.
Bill Clinton on the other hand, well, he's probably just tired from chasing tail all day....
