Car Navigation Sys and Cellphone malbehavior in DC

sorry if this has been discussed here in the past...my car navigation system won't work properly every time I drive down to DC. The exact same happens when driving near the Pentagon, my friend says. Is this due to some sort of security measure put down there? Others also said their cell phones don't catch the signals well, either.
Without specifics about providers, brands and models of equipment, places and times of incidents, etc, what kind of help do you expect? Of course there are going to be people with anecdotes about their cell phone or GPS not working well or at all in this place or that place
I have noticed a few times the my GPS (garmin) has some issues around miltary bases, but I have never had any problems along the parkway or 395 or around the whitehouse or the VP residence...

sounds very likely. this would prevent missile attacks from accurately hitting a target within DC. gps jamming hardware is prohibited with exception to the government.
