Sure seems that way.

If it were allowed, they should just pack up now and skip the rest of the season. At least we wouldn't have to experience any more loses from them. We could move on to the caps barely making it into the play-offs then getting eliminated in the first round then the Nats starting out promising but petering out by July...just in time for Skins training camp and the hype about how this will be the year...blah, blah, blah.

Sorry, forgot to include the loser Wizards in there as well. But you know the story.
