Probably someone was using a T-Mobile phone to subvert a ban by Cary, so Cary just turned off access for anyone using a T-Mobile phone.

I noticed Opera Mini is banned, most likely because it uses foreign proxy servers. Same with Opera Turbo....


....now I was fooling around with different Wifi signals in downtown Richmond, and literally ALL Starbucks and Martin's ISPs are banned from posting here. I can only imagine who was responsible for that level of trolling.
