Naaa. A true Tidewater accent is more of a distinct English Brogue that you'll hear along the coast especially among more isolated populations which haven't been modified as much. e.g., Along the Eastern Shore, among older VA Beach natives, Outer Banks.
A more pure example:

Its not a comb over. Because he has enough hair. Its just that hipster hairstyle thats popular in Richmond.

Those are older people. Meade was born in 1979, so obviously he doesnt have a pure Tidewater accent. But its a lot stronger for his age group.
