You're right, you cannot diagnose bi-polar via a video clip. And while I like to think I know a lot of shit, I'm not a trained mental health professional. However, I have had first-hand, up close and personal interaction with someone who was diagnosed with a Bipolar I manic episode. Based on my limited experience I'd say Charlie Sheen is having a manic episode. I'd be willing to put a significant amount of money on the diagnosis.
I submit to you the DSM-IV criteria for a manic episode:
