a judge does not issue laws
his ruling applies to the litigant he made the ruling to until a next trial has a verdict otherwise. (unless the law already says it applies to all, which it doesn't)
a judge can rule against a law as un-constitutional. however that does not mean it is necessarily repealed immediately
polititians are often crappy greedy lawyers that continually write "scotts law" that it totally morally and legally bank-rupt of morals and cause. and sometimes puts money in the politian's pockets
in the past polititians took "editing law" seriously. today they are using legislation like toilet paper.
thus today's judges should pick up the pace recognizing when local or even state and federal legislators are merely editing law rather than justifying it
