I read in the crime report that Vienna Police busted this guy. He claimed he had the property owner and the town's permission to sell christmas trees, but he didn't have either.

Why is this a problem for you guys? Starting in the 70's until about 1995, my family used to buy trees from a guy who setup shop out of a van at the 7-11 across the street from Mike's American Bar and Grill in Springfield. Then, of course, the area became overrun with brown savage mud people. We didn't ask to see no stinkin' badges...we bought our tree, paid cash, loaded it up and went home.
You obviously have never driven through the deep south. One of the business I saw in a strip mall was a lingerie/gun store and that was the tip of the iceberg.

I think that BP closed a few years ago. The one in McLean still does a pretty good business, tho.

A local resident informed Vienna police that on Dec. 1 between 9 a.m. and 3 p.m., a man was selling Christmas trees at the BP gas station, 200 Maple Ave., E., without the required town permit.
Vienna police responded and spoke with the man selling the trees, who stated he had been given permission to do so by both the Vienna Planning and Zoning Department and the owner of the gas station.
After speaking with an employee of the town’s Planning and Zoning Department, police learned that the tree vendor had not obtained the proper permit to sell the Christmas trees.
Police issued a summons to the vendor, a 55-year-old Vienna man, for soliciting without a license. Police released the man after he signed the summons.

That looks more like a shadow from the pedestrian cross signals they have in Vienna.
