Uh-oh. Virginia Gov.-elect Tim Kaine - who campaigned on a promise to support a constitutional amendment that would make the Transportation Trust Fund off limits to any other spending - now says he's willing to be "flexible" on the subject. In one of the fastest cases of backpedaling in recent memory, the not-even-sworn-in-yet Democrat is already considering a measure to allow "temporary" borrowing from the Trust Fund if legislators promise to return the money.
Who does he think he's kidding?
That's exactly what we have now. It's also precisely the reason Northern Virginia is still short $2 billion in transportation infrastructure.
"It's less about the mechanism and more about the character and fervor of the promise," Kaine disingenuously told downstate reporters. The governor-elect even suggested that he might be OK dumping that whole constitutional amendment thing altogether.
Kaine is currently negotiating with the same Senate Republicans who voted for Gov. Mark Warner's historic tax increase while the state was running a surplus.
Senate Finance Committee Chairman John Chichester, R-Fredericksburg, says he's confident that Kaine and the Senate can work out some sort of deal. No doubt, but the last "deal" wasn't good for N.Va. - and you can be sure this one won't be either.
To make his sudden about-face on transportation somewhat more palatable, Kaine insists he's still willing to support measures that will give localities greater power to control development. But according to the Virginia Public Access Project, the real estate/construction industry was the top contributor to Kaine's $20 million gubernatorial campaign. In fact, developers, general contractors, real estate agents and property management firms were his top four supporters.
So don't be surprised if the new governor's "fervor" on this subject completely overwhelms this "mechanism" too, and Virginia winds up with nothing but a bunch of empty promises ... again.

Agreed, I mean, don't start plotting his assassination or anything. He's still just some nobody asshole we haven't even really seen him fuck up yet.
now if he starts letting guys off death row and shit, then yeah, go to town on the guy. but roads aren't worth all the anger, I mean, what's he going to do anyway. Our state is fucked and I think we should all just relax and get used to endless gridlock. The answer is drugs, we all need drugs while we're stuck in gridlock. This could be the valium talking.

*Yawn* @ Save America. I don't see you ranting about the Bush Adminstration and their incompetence which is on a much larger arena than this nominal state issue.
