Maggiano's in Tysons. They have a nice private upstairs room. With plenty of food and good drinks. This was about 5 years ago and I did a party for about 50 people, and it was 5K.
What is your budget? While Maggiano's is a nice place, we were turned off by the $90-110 per person cost. If memory serves me right, you need to guarantee them a certain amount food and beverage depending on the room size and with 30 people for our daughter's rehearsal dinner that was a lot more than the groom's parents wanted to spend. We found few other options that could offer a private or semi-private room.
They had a budget of around $50 per person and we were fortunate to have a friend offer to host this at their house as part of their wedding gift. We had a local catering company put together a menu of passed appetizers and a simple buffet. We also had a fully-stocked self-serve bar. Total cost (with tip for the servers was around $1100. It was a very relaxed evening and everyone, especially ones with small children, really seemed to appreciate this over a restaurant.
I forget the name of the place, reasonable pricing, red with yellow symbol.

For the record, a policy of securing the number of guests as well as food and beverage minimums for a given size room are STANDARD PRACTICES for most reputable full-service restaurants and catering facilities.

OP, you can't ask for recommendations for a place and not give some idea of budget AND then get shitty when people come in above your non-stated budget...

Its what i had to do, since we had to pay for everything ourselvs. FWIW no one complained.
Clydes in reston or ashburn broadlands. Looking to be even cheaper, try eggspectations on westfields blvd in centreville, separate glass enclosed room.
Went to a rehearsal dinner at 1941 in Falls Church. Very nice. Not sure of the cost though. I've been to Maggianos-it's ok.
My rehearsal dinner was the best ever - a friggin cookout at my best man's place (couldn't do it in our apartment). We could have done the "fancy" thing, but my wife-to-be thought it was a total waste of money. It was great, we invited everyone who came in from out of town and just had a party. Family left early and we kept going until about 2am. Thank goodness the wedding was mid afternoon event.

No need for this shit. Have a nice house? Have a relative with a nice house? Get some food and have people over. Stock the bar, get some buddies to play bartender and help with the food.
The shit people think they need to spend money on for a wedding is ridiculous. Spend it on the honeymoon. You'll enjoy it much more. Same with the ridiculously priced photographer and DJ. I was lucky to find experienced professionals that were reasonably priced (turned out great), but some of the asking prices from others made you wonder what the hell you were paying for.
If you want to have one, and Leesburg isn't too far away, I'd suggest Lightfoot. Food is good even when they are cooking for a large room and the decor of building is nicer than probably 90% of the venues in No.VA. There is an upstairs dining room with bar you can rent. Pricing isn't ridiculous either. Probably cheaper than Maggianos which is just a notch above Olive Garden in my book. I've been there twice and had enough.
Clarendon Ballroom is excellent and affordable. Great space for an event and great service staff. Food is good too. Rooftop pavilion rocks. Lots of bars and restaurants nearby for before and after your event.
The back yard suggestions are the best, party goes as late as you want, people mix more than at a restaurant where everyone stays at their table, pick your own music, don't pay restaurant prices for booze, invite everyone coming to the wedding because it doesn't cost $100 a head.
Bungalow Billards in Chantilly lets folks use old monkey room bar for free when you guarantee a certain number of folks coming. It's really not that bad a place
Never been and from outside that place in Springfield is butt ugly looking but they've been there a long time so can't be a bad joint. Have no idea about costs.
Most of your high class(?) hotels in area probably have rooms. I'd think further out the less the cost of room. Hey try Olde Towne bar next to motel in wonderful downtown Manassas if your guests have a sense of humor
Jammin' Java music club in Vienna and I think occasionally Iota Club in Arlington rent the place out for private parties. Have no idea about the cost
Try a local country club - they all rent space for parties. Springfield Golf and CC has a really nice function room with a balconey over looking the golf course, Fairfax CC has the same.
Also try Paradise Springs winery in CLifton - also a really cool room for a party.
There is a fairly new Hotel at Mason, sits right off 123 between Fairfax City and Braddock Road. The name escapes me at the moment. There is also a Marriot? next to the Fairoaks Police and Fire Depart off 50.

Bungalows in Chantilly does have a nice room\area that groups can use for free with a large party. You have to share it with "non-smoking" patrons. But that's more of an after work group happy hour place, birthday group, bachelor-let party place. It is mostly booths, standing type tables and two pool tables.
IHOP! You can get breakfast anytime and the service is usually ok. They have other items on the menu from burgers to steaks and will be happy to set up a table for 30!
