Cox upload speeds decreased since the storm?

Has this happened to anyone else too? Before the storm, I would get 4 Mbps UL; according to all the local speedtest.net servers I'm now getting around 2.5 Mbps tops. Oddly, download speeds haven't been affected. Maybe the storm affected Cox's services and their working on a fix? Also, I've done the whole modem and router resets, to no avail.

I had a cox internet and tv outage until 6 am this morning, I am just happy to have some internet connection at all

I know this wont get me much sympathy at all, but these are my results.

What I used to get all the time:

What I get after the storm and what I currently have...

Though I can live with the slower download speeds, I still want that I'm used to getting... Plus I'm going to need the upload speed in the second result by the end of this week.
