to Dad: WRONG--There are too many variables.
I am NO fan of teachers' unions, but tests are NOT an indicator of good teachers.
First:
Who do you think creates tests? All tests are NOT created equal.
Who do you think gives the tests? Teachers. There are lots of ways to manipulate the instructions, etc. The teachers who "bend the rules" will fare better than the others. Is this what you want? Do you really want teachers who teach the test exclusively? That develops kids who cannot solve problems.
How do you think the classes are assigned? Principals' favorites will get the better students under your plan. Sometimes the "stronger" teachers get the worst students--Is this fair?
Do you really think teachers' classrooms are a level playing field? Do you have more than one child? Are they the "same"?
Would you pay a PE teacher according to who has the "fastest" students?
What about the teacher who has a class full of transient kids?
What about the teacher who has a class full of truant kids?
My list could go on and on.
I understand the desire for accountability. However, there are just too many variables. We would never get teachers in poor schools is this were the answer.
My recommendation. GET RID of sorry teachers first. These are the ones who are chronically late, first out the door, inattentive, etc.etc. All teachers and principals know who they are. It is not even hard to document--but it takes effort on the part of the administration.
My personal view is that poor principals result in poor teachers.
In FCPS it starts at the very TOP.
