Fairfax County suspends work on last leg of $43 million computer overhaul

Fairfax County has suspended work on the last leg of a nearly $43 million contract to overhaul its computer systems after technical problems threatened to push the project further over budget, county officials said Thursday.

The ambitious effort — the implementation of which had been overseen by the man recently appointed county executive, Edward L. Long Jr. — has been marred by delays and glitches, according to an April 6 letter sent to the software company from the county’s Department of Purchasing & Supply Management.


In the letter, the county advised SAP Public Services of its intent to suspend all work on the third phase of its Fairfax County Unified System project, known as FOCUS. The new system is intended to save money by consolidating purchasing and other administrative procedures in a single database serving both the county and Fairfax County Public Schools.

The county decided to suspend work after the software company requested “extraordinary additional costs” for the third phase, even as the county struggles to iron out problems with earlier phases, according to the letter. SAP’s request to bill an additional 11,000 hours for technical support — well above the 7,300 hours included in the base contract — is “improper,” the county says in its letter.

The letter also notes that bugs in the new system caused a four-month delay from its scheduled launch last July and have continued to pop up since the system became operational Nov. 7.

“The simple process of ordering paper is now a major ordeal,” Supervisor Pat S. Herrity (R-Springfield) said.

Cathy A. Muse, a county purchasing agent, said Thursday that SAP’s request for additional hours for the third phase would cost an estimated $3.9 million. That’s in addition to the $3.4 million extra the county agreed to pay in September, increasing the total cost to $42.4 million. Of that, the county already has paid $17.5 million, Muse said.

David Molchany, a deputy county executive who assumed control of the FOCUS project last week, said the county is weighing whether to proceed.

Members of the Board of Supervisors said that such a massive overhaul was bound to encounter some glitches, but they blamed SAP for continuing problems and said it should not reflect badly on Long.

“[Our] leadership team has stepped forward and said, ‘We’ve got a problem and we’ve got to address it.’ And I think that’s to its credit,” Supervisor Michael R. Frey (R-Sully) said. “It’s not like you can just throw one [system] out and put another one in.”

Long, a former chief financial officer and deputy county executive, was brought back last year after retirement and given sweeping authority to oversee the installation of FOCUS. On April 10, the board appointed him to succeed County Executive Anthony H. Griffin, who plans to retire next week. Long takes over April 25.

On the day that Long was appointed last week, he acknowledged that the FOCUS project had encountered delays and problems. But he said that the county was on track to implement the next phase by July and called the project a “success.”

“There have been growing pains,” Long told reporters. “[But] I think we’ve done a good job to get to where we are.”

“You have to put the problems in perspective,” Long said Thursday night. The county decided to alter some of its business practices to conform to the demands of the new computer system because the county did not want to pay to customize software, and the workforce of approximately 12,000 is doing its best to adapt, Long said.

“Sometimes it’s not a problem, it’s a comfort issue,” Long said. “So when I said the project has been a ‘success,’ we’ve been able to pay our bills and process things. But it’s only been five months. This is not a project that’s out of control. It’s not a project that’s millions and millions of dollars over budget.”

The county reviewed its computer systems for vulnerabilities amid widespread concern that computers might freeze with the changeover in dates at the end of the last millennium. After deciding the systems needed upgrading, county officials signed SAP contracts in 2009 for software and in 2010 for its installation.

“It’s been more complicated in its implementation than everyone thought at the beginning,” Board of Supervisors Chairman Sharon Bulova (D) said.“Ed is a very solid individual, and I think because of Ed’s experience with FOCUS and his knowledge of FOCUS, I think as county executive he’ll have more opportunity to work things out with FOCUS.”

SAP Public Services is a unit of SAP AG, a global German software company whose U.S. headquarters is located in Newtown Square, Pa.

“I don’t want to get into whose fault this is,” said Andy Kendzie, a spokesman for SAP. ‘Whatever issues are going on with Fairfax County, we want to work with them to get them solved.”

AND IT PROJECT IMPLEMENTATION STANDARDS

The SAP application will be supporting both Fairfax County Government and Fairfax County
Public Schools. It is anticipated that the solution will be installed at the Fairfax County
Government data center and managed by Fairfax County Government’s Department of
Information Technology (DIT). Fairfax County Public Schools may house some of the
components in a different location, and they will also access and manage those components
separately. The County procedures for implementing new technology follow the application

Question: Please provide an update on the Legacy Systems Replacement Project.

Response: Fairfax County and Fairfax County Public Schools have partnered to replace aging legacy
financial, procurement, budget and human resource systems with one integrated solution.
The Fairfax County Unified System (FOCUS) will support all County government and
school employees with these daily core operations. Fairfax County government will
provide all funding for the upfront software purchase, ongoing software maintenance and
system wide implementation services required for the entire project.
The County selected and completed the purchase of SAP as the FOCUS software last
summer. Since award of the software contract, the County has been actively evaluating
Offerors to provide SAP implementation services. This procurement is nearly complete.
Recently, the County entered into formal negotiations with multiple Offerors and intends
to award the services contract this summer.
The County negotiated an extremely low price for the purchase of SAP software and
expects to do the same for SAP implementation services. However, as the vast majority
of project costs will be incurred as part of the SAP implementation services contract,
additional project funding will be required over the next 36 months. It is anticipated that
one funding request will be made each year for the next three years to ensure project
completion.
The FOCUS project continues to be the top priority of the County’s Information
Technology Plan. It is anticipated that additional funding will be appropriated during the
annual budget process or scheduled quarterly reviews over the next three years, and that
most if not all of the allotted Fund 104 resources will be devoted entirely to supporting
the SAP implementation services contract. To protect the interests of the County during
ongoing negotiations, this Q and A response intentionally does not reference specific
possible funding requirements that may be included in a future contract award. Further
details on the amount of funding needed over the next 36 months will be provided to the
Board as soon as formal negotiations are completed

That sounds about right for a SAP billing rate. They are wayyyyyy expensive compared to other vendors and with much less industry knowledge for public sectors. They scewed up LAUSD also.

I honestly dont understand how this company continues to win contracts.

Heaven forbid they implement payroll !!!!

ive been implementing Admin apps for public sectors for 17 years. No way in %ell would I ever want to implement SAP.

How does this company continue to win contracts. All one has to do it lookup LAUSD to see how bad they are. They have minimal industry knowledge for public sectors and have billing rates extremely high.

They "LOW BALL" the RFP to get the business, then get in and tell you they need additional hours once you are "locked in".

Anyone who has knowledge of Public Sector implementations and companies should know this.

43 mill spent already, plus 11,000 hours. Your looking at an 80 million dollar project. There are companies who can do this for less than 10 million. RIDICULOUS!!!!

Fairfax County Schools dropped out weeks..days... before the launch?
Has anyone wondered why? or asked why?

What did they discover that Govt was not willing to admit - due to the fact that Ed Long was the leader of the pack and they have no dog in the fight when it comes to Mr. Long - so they walked away?

I would be curious to know - the system is a piece meal of crap and for each key stroke SAP wants more money - you want to properly pay your FLSA employees, then you will have to buy additional upgrades, you want to printout your paystub? then you will have buy more upgrades, you want to see your tax breakdown? then you have to buy more upgrades - the list goes on and on.. its the MONEY PIT and SAP is laughing all the way to the bank and its not over - this will cost FXCO millions/billions to keep up with the BS that SAP has sold them

SAP has a lot of BAD press, lawsuits, pull outs... reading that they get a client into the system and then continue to charge them for additional upgrades and support - "BAIT AND SWITCH"

"We have to change the way we do business to meet the SAP system" REALLY?

I guess the Schools said "Ummm .. no we will do our business the way we always have and we will find someone to meet our needs.. goodbye"
