The weekend and beyond

This is a three-day weekend for D.C. government employees, but commuters should check the Monday traffic rules listed here. Meanwhile, the Washington Nationals are in town for the weekend, and the Cherry Blossom Parade is set for Saturday morning.
The spring construction season is warming up, and there are road projects underway across the D.C. region, including one that’s going to close segments of the I-95/395 HOV lanes overnights.
Weekend travelers will encounter plenty of sunshine in the D.C. area, the Capital Weather Gang says. On Monday, the temperature could approach 90 degrees.
Riding Metro
This is the last weekend of the spring break in the Metro maintenance program. No track work is scheduled. But midday maintenance, in which trains may share a single track around work zones, is set to resume Monday.
Weekend track work starts again next Friday night. See a scheduled for major track work through the rest of the year on Sunday’s Commuter page.
Cherry Blossom parade
The annual National Cherry Blossom Parade, a high point of the blossom festival and a huge draw, is scheduled for 10 a.m. to 12:30 p.m. Saturday. The parade starts at Seventh Street and proceeds west along Constitution Avenue NW to 17th Street.
The nearest Metro stations are Smithsonian, Federal Triangle and Archives. There will be some street closings in the area, but the National Park Service says it is not planning any work along Constitution Avenue next weekend.
Seventh Street between Independence Avenue SW and Pennsylvania Avenue NW will close starting at 5 a.m.
Starting at 9 a.m., police will close the parade route on Constitution Avenue NW from Seventh Street to 17th Street. No traffic will flow north or south across the parade route. All streets should reopen by 2 p.m.
Nationals weekend
The National’s first night game of the 2012 home season is at 7:05 Friday, followed by weekend games at 4:05 p.m. Saturday and 1:35 p.m. Sunday.
Parking at the Metro lots and garages is free on weekends, and as noted above, this is the last weekend without scheduled track work.
Drivers will find off-street parking more plentiful to the north and east of the stadium. See my guide to Nationals Park for more information.
With the beautiful weather this weekend, consider walking or biking. Blue and Orange Line riders could avoid the crowded transfer to the Green Line at L’Enfant Plaza by getting off their trains at Capitol South and walking about 15 minutes down New Jersey Avenue to the stadium area.
Capital Bikeshare has four stations near the stadium. But there’s also a bike valet at Garage C on the northeast corner of the stadium. And there are bike stands on the streets around the ballpark.
Resurfacing Maryland Route 50
The Maryland State Highway Administration will be closing lanes at off-peak hours on Route 50 between the D.C. line and the Columbia Park Road interchange in Cheverly as part of a resurfacing project.
On Saturday, drivers will encounter single lane closings on eastbound Route 50 between 9 a.m. and 3 p.m. Starting Monday, watch for single lane closings in both directions between 10 p.m. and 5 a.m. As the project continues, those overnight closings will occur Sundays through Thursdays. The project is scheduled to be done in late fall. (The Saturday portion of the work has been canceled, according to state officials, but the rest of the work will proceed.)
New York Avenue Bridge
Traffic will be down to single lanes in each direction on New York Avenue NE between Penn Street and Florida Avenue on Saturday. from 5 a.m. to 2 p.m. as the District Department of Transportation continues work on the New York Avenue Bridge rehabilitation over the railroad tracks north of Union Station.
Street closing in Frederick
The Maryland State Highway Administration plans to temporarily close East South Street between Franklin Street and Monocacy Boulevard in Frederick beginning after rush hour tonight. The road will reopen by 5 a.m. Monday.
Drivers on Franklin Street will detour to Patrick Street, then Monocacy Boulevard and then back to East South Street.
This weekend work is part of a $44 million project to widen Interstate 70 at South Street and replace the I-70 bridges over South Street in Frederick. The entire project should be completed in summer 2013.
Silver Line in Tysons
Starting Sunday, the Dulles Metrorail Silver Line project plans to close some lanes on the eastbound Dulles Toll Road (Route 267) and the Airport Access Highway near Route 7 for overnight work. The closings will allow workers to complete the last stretch of the railway bridge over both highways.
This work is scheduled to continue through the end of May. Here’s the schedule.
Three right lanes of eastbound Route 267 at Route 7 and the ramp from eastbound Route 7 to eastbound Route 267 will close this Sunday through next Friday from 9 p.m. to 5 a.m. each night. They will also be closed April 22-24 during the same hours.
Three left lanes will close April 25-27, from 9 p.m. to 5 a.m. each night, and then during the same hours on April 29 and April 30.
A complete closing of the eastbound lanes of the toll road and the right-most lane of the access highway is scheduled for the nights of May 1-3.
Detour: Traffic will funnel into a single lane and then head onto the eastbound access highway just west of Route 7. Then drivers will continue east to the Capital Beltway or Interstate 66.
Toll Road drivers heading to westbound Route 7 or Spring Hill Road will need to exit onto eastbound Route 7.
No Route 267 eastbound traffic will be allowed to travel past eastbound Route 7.
Monday holiday in D.C.
Monday is Emancipation Day. In the past, the District has suspended the rush-hour traffic rules, but not this time. So anticipate the typical weekday traffic pattern of reversible lanes on Connecticut Avenue NW between Legation Street and Woodley Road; on 16th Street NW between Arkansas Avenue and Irving Street; on Canal Road between Chain Bridge and Foxhall Road, and on Independence Avenue between Fourth Street SW and Second Street SE. The National Park Service also will maintain the usual rush-hour pattern on Rock Creek Parkway.
The District’s rush-hour parking restrictions will be enforced from 7 to 9:30 a.m. and from 4 to 6:30 pm. Vehicles that violate the restrictions are subject to ticketing and towing.
On the holiday, the D.C. Department of Public Works generally will not issue tickets for expired meters, but there’s an important exception. Because the Washington Nationals will be playing home games Sunday and Monday, parking rules will be enforced in the neighborhoods around Nationals Park on both those days. Look carefully at the signs on the street poles and on the meters.
The other D.C. rules that govern parking in residential areas and on streets scheduled for sweeping will be suspended for the holiday.
Metro plans normal weekday rail and bus service on the holiday. Since the D.C. public schools will be closed, the school bus trips will be cancelled, but all other bus routes will be on a regular schedule.
The biggest impact on bus service may result from the holiday parade and festival downtown. Metro is working out midday detour plans for some routes. (Watch for announcements if you’re signed up to receive MetroAlerts , but we’ll also post them here on the blog.)

The Emancipation Day Parade is scheduled for 11 a.m. to 2 p.m. Monday on Pennsylvania Avenue NW between Third and Seventh streets. A festival is scheduled for 11 a.m. to 9 p.m. at Freedom Plaza, along E Street NW between 13th and 14th streets.
Pennsylvania Avenue NW and the surrounding streets will be closed between 3rd and 14th Streets NW from 10 a.m. to 3 p.m. for the parade.
These streets will be closed from 8 a.m. to 11 p.m. for the parade and festival:
* Constitution Avenue NW and the surrounding streets between Seventh Street and Pennsylvania Avenue NW.
* Pennsylvania Avenue NW and the surrounding streets between 12th and 14th streets NW.
* E Street NW between 13th and 14th streets NW.
* 12th Street NW between E Street and Constitution Avenue NW.
There’s also a fireworks display, which will close 12th Street NW between E Street and Constitution Avenue from 8:30 to 9:30 p.m.
BW Parkway paving
Starting this coming week, the National Park Service plans to begin a road resurfacing project on the Baltimore-Washington Parkway. This project will affect the parkway from the D.C. line to the interchange at Route 450 (Annapolis Road).
The surface will be milled and overlaid with new asphalt. Signs will be replaced and lanes will be striped.
Work hours will be Mondays through Fridays from 9:30 a.m. to 2:30 p.m. Night work will occur from 7:30 p.m. to 5:30 a.m. Ramp detours can also be expected during off-peak times.
A minimum of one lane will remain open in each direction. The planned completion date for all work is mid-August.
Maine Avenue SW
The Eastern Federal Lands Highway Division, the agency that performs road work for the National Park Service in the D.C. area, plans to examine the base material on Maine Avenue near the Tidal Basin for a possible repair project. The testing is scheduled for Tuesday night, from 9 p.m. to 5:30 a.m. There will be temporary lane closures in both directions.
Bethesda road work
The Maryland State Highway Administration is closing lanes on weeknights along Route 355 (Rockville Pike) north of Jones Bridge Road in Bethesda. This is part of the utility relocation need for the intersection reconstruction at Route 355 and Cedar Lane. It’s one of several state projects to ease traffic generated by the federal base realignment at the Walter Reed National Military Medical Center.
Work will occur between Cedar Lane and Jones Bridge Road, and will affect about a quarter mile of Route 355. This phase should be done by late spring.
Crews will close up to two lanes of northbound Route 355 between 8 p.m. and 7 a.m. Northbound single lane closures will begin at 8 p.m. and double lane closures will begin at 10 p.m.
A southbound single lane closing will begin at 9 p.m. The lane will reopen by 5 o’clock each morning.
Night closings of HOV lanes
The Virginia Department of Transportation will close sections of the I-95/395 High Occupancy Vehicle lanes starting on Monday night. The closings will continue from 8 p.m. to 5 a.m. each night through Thursday, and then again Friday and Saturday nights from 11 p.m. to 10 a.m.
The overnight closings, scheduled to last four to six weeks, will create work zones for test borings and survey work related to Virginia’s plan to convert the HOV lanes to high-occupancy toll lanes.
These are the locations of the HOV lane closings.
Monday through Thursday nights: From the D.C. line to Exit 169 (Franconia Road /Keene Mill Road). During the work hours, the HOV lanes will be open heading south from the slip ramp just past the Franconia-Springfield Parkway to Dumfries Road (Route 234) until 11 p.m.
Friday and Saturday nights, April 20-21: From Exit 169 to Exit 152 (Dumfries Road). During the work hours, the HOV lanes will be open heading north from the slip ramp on I-95 near Exit 169 to the D.C. line.
On Saturday, April 21, and Sunday, April 22, all HOV lanes will reopen by 10 a.m. heading north toward D.C.
