What if it is "3 for 2"? "5 for 3"? any ratio that is less than "two for one"?

"two or more drinks for one price" (not price of one)... so get 3 drinks (more than 2) for the price of 2 drinks (and since you're paying together, it is 1 price)
it would suck if bartenders actually followed all those rules

Which part of the county are you in? In the Tyson's area you might try eCities or Clydes. Centreville is tough--Sweetwater has good beer but the crowd is a little too thin at 5pm and they don't have any specials. Alto Plaza has specials but virtually no one is there--at least last I checked. There are some dive bars that I wouldn't go to so I don't know how they are. Coastal Flats at Fairfax Corner has a great outdoor bar and they get a pretty good crowd. No specials though. In my not so humble opinion, Fairfax pretty much sucks in this regard.

The Reston Town Centre has some good happy hours and the women always hot. Clyde's, American Tap room, Market Street Grill. Tyson's has some nice places. If you want to meet nice women than look for a bar next to tall office buildings. THe real hot area around here for happy hours is the Claredon area. That's where most of hotties and young professionals go. http://www.cgrill.com/
FYI - Bars are allow to set their own prices for drinks they offer. In Virginia a bar can have discounted drinks but can not advertise that. Always ask your bartender or waiter if there are any specials.
