Perhaps. However, unlike the reluctance to use a dishwasher (
http://www.washingtonpost.com/wp-dyn/content/article/2005/10/07/AR2005100702146.html ) I'm stuck looking at an unkempt yard. As the neighborhood turns over, we're going from nicely kept yards to semi-eyesores. Overall, they make great neighbors - if they don't want to use their air conditioner or dishwasher, they don't impact anyone else. A crappy looking yard effects the whole neighborhood.
