IIRC he lowered rates, but due to increasing real estate values at the time most people were seeing increases in their real estate taxes, even factoring in those lower rates.

What absolutely disgusted me, and this isn't directed towards Connolly but to the entire Board, is that at a time when county revenues were regularly INCREASING, the Board was happy to be piling on even more DEBT. That was the time to be paying down the debt that we already had. Now we have to service that debt on lower revenue streams.

Well, it is true. Every once in awhile you read about how much money we send to the feds, and how little comes back. They redistribute it elsewhere. Imagine if we dissolved a couple of federal agencies, returned the money to the states where it came from, and let the states run the programs.

What cost overrun? unlike VDOT plans like the mixing bowl (which are actually funded by the public) there have been literally 0 cost over runs for phase I. The 150 million dollars that was anticipated is because in the contract there was an amendment added as there was no time to include it in the contract documents at the time the project went to bid (in order to get federal assistance).

This is a private company backing this btw, if there is a cost over run what do you care? It goes onto MWAA not the public.

PS don't know if you heard but the cost estimates are actually going down for Phase 2

And where does MWAA get their money? Toll booths are one place.

In our latest kerfuckle, Virginia wants to keep costs down and employ Virginians on the project by not mandating union labor. MWAA is run by a union boss and says no. Virginia threatens to withhold $150 million. MWAA says if Virginia doesn't pay up, they will raise tolls to cover it. That's called blackmail.

Will Gerry Connolly support the people of Virginia over out-of-state unions? Not a chance.

McDonnell Names Two NoVa Members to Airports Board

Gov. Robert McDonnell has named two Northern Virginia members to the Metropolitan Washington Airports Authority (MWAA) board, the agency that operates Dulles and National Airports and is building the $6 billion Metro Silver Line to Dulles.

The new board members are Todd Stottlemyer of Oakton, CEO of high-tech firm Acentia, and Caren Merrick of McLean, a businesswoman who ran unsuccessfully for the state Senate last month.

The appointments are the result of legislation introduced by Rep. Frank Wolf (R-Va.) which expanded the MWAA board from 13 to 17 members, adding two new seats from Virginia and one each from Maryland and the District.

Wolf’s bill, which won final passage earlier this month, also provides that MWAA board members will no longer be able to serve past the end of their term and can be replaced for “cause.”

The MWAA board has been harshly criticized for its handling of the Metro extension and its management of the Dulles Toll Road, which the authority owns and operates. Tolls from the road are being used to pay for the Metro expansion and there have been fears that cost overruns would drive the tolls through the roof over the next few decades. Estimates still vary but MWAA now thinks the round-trip fare is likely to be around $8 by 2019, thanks to a new agreementwith the U.S. Transportation Department that is expected to trim $1 billion from the cost of the project’s second phase, bringing it down to $2.8 billion.

Virginia agreed recently to contribute $150 million to Phase 2 and the project will be eligible for federal assistance under the Transportation Infrastructure Finance and Innovation Act (TIFIA) program. The extra federal support will provide much-needed relief to commuters, who had been facing a round-trip price of as much as $21.50 if additional funding wasn’t found.

Before agreeing to take on more funding responsibility, McDonnell held out for the additional seats on the board.

It is a private company people. It made concessions to allow for public board members because of the fact that it has major impacts to the jurisdiction through the two airports. Just because they have oversight from public entities doesn't mean they are public. Essentially the state is now a board member of the company and is allowed to vote on PRIVATE company decisions on what is best for the stakeholders of MWAA. Capital assistance was provided for the airports and toll road, as is in almost every case, because it relieves the state from having to maintain and build the same road, and because government can't run an airport (regardless of whether the TSA, FAA, etc are employed by the airports).

The government is not in the business of marketing for porting fees, improving runway timing, etc.

At the end of the day, you are complaining about f-ing 150 million dollars. The state of virginia is currently trying to build a 6 lane highway that runs parallel to I-64 between suffolk and bumfuck (Petersburg). I-64 is no where near capacity, and this 55 mile idiot design only saves drivers 10 minutes. It's cost to taxpayers could be in hundreds of millions to the taxpayer, offset by tolls of 5 to 11 dollars per driver.

Why dont you car humpers complain about this instead? Because all you know is what people spoon feed you about metro in this area.

PS the rail system is just about self sufficient (85% self sustained), it is the bus system which draws all the operations subsidies. If people wouldn't bitch and moan about a 50 cent ticket hike that would keep up with the increased cost of fuel and energy, then the rail would be fully sufficient.

This goes from Suffolk to Petersburg, has nothing to do with fixing anything between Norfolk and Williamsburg (which I agree due to the tunnels/bridges is banged up).

I agree that NOVA needs evacuation routes... which is why it has 395, 495, 66, and 270. Other than that, what else do you want? If you need to get out of town in 25 minutes i would suggest you jump on the metro otherwise enjoy not being evacuated.

Dulles Rail labor standoff may take toll on commuters

WASHINGTON - A battle over who will build the next phase of the Dulles Rail project may have a big impact on some proposed toll increases.

The face-off is between the commonwealth of Virginia and the Metropolitan Washington Airports Authority. Virginia leaders have threatened to withhold $150 million in funding unless the authority opens up bidding for the project's second phase to all contractors.

But the MWAA currently is encouraging the use of union labor for the project, even though Virginia is a right-to-work state. And the commonwealth's contribution to the project will impact potential toll increases on the Dulles Toll Road.

Seventy-five percent of the financing for Phase 2 is coming from tolls.

"The total amount of funding that we actually receive from the commonwealth will impact it," says Andrew Rountree, the airports authority's chief financial officer.

Rountree says there's still "a lot that has to be figured out" when it comes to the project.

Still, if all parties agree to move forward, MWAA says a contract could be awarded in January of 2013, and Phase 2 could be built and open to riders in 2018.

Phase 2 is estimated to cost roughly $2.8 billion to build. It will run from Reston to Dulles International Airport and continue into Loudoun County.

Gerry voted FOR the NDAA 2012 legislation and DEFENDED Indefinite detention without trial: Section 1021 and Requirement for military custody: Section 1022.

Gerry ALSO supported the SOPA bill and had large amounts of Campaign money sent to him from Large Corporations that were "pushing" hard for SOPA's passage.

So, in short -- if you don't mind the Gov't being able to
1. Be able to detain U.S. Citizens INDEFINATELY for being a "terrorist" (as the category would permit - for paying cash for ALL transactions -- as an example of being a "terrorist") and
2. Don't like to have the freedom to make a posting on a website like this...

Then vote Gerry back into office. If not, then vote 3rd party - or at least ASK THE RIGHT QUESTIONS - to those SEEKING a public office (i.e. "What are your stances on the NDAA 2012 Sections 1021 and 1022 and SOPA Bills?")....

First, for some reason that money never made it to Fairfax County. I tried to find out why but failed. Second, $1.5 million to round up the illegals and send them home would be a far better use of the money than feeding and housing them in our jails. By the way, it costs a lot more than that to keep the illegals here.

Yes, and Obamacare did promise to reduce the federal deficit by $100 million. Do you know in what year that will happen? Hint: It won't. Connolly's understanding of this: nada.

Go ahead, ask your employer how Obamacare will affect your company's health insurance. For many in Virginia, companies are dropping coverage altogether as it is far less expensive to pay the fine and let the government provide reduced benefits. And if the Government controls health care, who is going to pay for it? Lower taxes? Yup, just like Connolly doubled taxes in Fairfax County during his time here, he will be happy to do the same on the national stage.


I really hope Connolly runs on this record. He and Tim Kaine will rise and fall together.

Repeal of DADT: Gerry and others ignored the polls within the military
and instead relied on Federally mandated political correctness. They
will be running on this record come November whether they like it or
not. I know Gerry is pround of forcing homosexuality on our troops but
I'm (along with the majority of veterans) ashamed and disgusgted.
I realize he lives in a dream world but he's never worn combat boots
in his life.

New Poll Finds Most Oppose DADT Repeal

Groups dedicated to keeping in place the ban on gays serving openly have released the results of a survey they say indicates the majority of Americans oppose lifting the so-called "Don't Ask, Don't Tell" prohibition.

The poll, sponsored by the Center for Military Readiness and the Military Culture Coalition, found the largest group of respondents – 48 percent – opposes repealing the 1993 law. Forty-five percent favored repealing Don't Ask.

Center for Military Readiness President Elaine Donnelly predicted that the opinions of likely voters reflected in the new survey would give lawmakers yet another reason to support the current law.

"Americans understand that the current push for sexual minorities in the military is motivated by politics, not principle," she said in a statement. "Instead of seeking favor with a minority of [homosexual] activists, lawmakers should heed the advice of military leaders who support the current law."

Additionally the poll found that lawmakers who vote to lift the current prohibition on abortions at military medical facilities do so "at their own political peril."

The CMR/Coalition poll found 49 percent opposed to using military facilities for abortions.

When asked if they would be less likely or more likely to vote for a lawmaker who voted to permit abortions in military facilities, 43 percent of those polled said they would be less likely to support that candidate and 22 percent said more likely.

The advocacy groups announced the poll results today during a telephone press conference that also included representatives from a half-dozen other organizations opposed to abortion or gays in the military. The Center for Military Readiness organized the Military Culture Coalition, which is made up of dozens of other organizations.

The poll of 1,000 respondents was conducted in mid-July by the polling company/WomanTrend of Washington, D.C., said Kellyanne Conway, founder and chief executive officer of the company. She said during the press conference today that the respondents defined themselves as likely voters in the upcoming November elections.

Among other key findings, according to Conway:

* 1 percent of respondents said the issue of gays in the military should be the top priority for Congress and the president through the end of 2010.

* 30 percent would be less likely to vote for their congressional candidate knowing that he or she voted to "disrupt the status quo" on gays in the military, while 21 percent of respondents said they would be morel likely to vote for their candidate for the same reason.

* 52 percent opposed imposing career penalties on military personnel and chaplains who do not support homosexuals in the armed forces; 37 percent favored imposing penalties.

The questions and results presented online via the Military Culture Coalition's website represent only a sampling of the poll, Conway told Military.com in an interview after the press conference.

"The client (CMR and the MCC) is withholding some of the questions for strategic interests," she said. Conway said this is not unusual in any poll but that none of the questions or results held back alter the findings of the overall poll.

The MCC site detailing the poll said the margin of error for the interviews said the data obtained would not be off by more than 3.1 percentage points, up or down. The 1,000 respondents were drawn from both listed and unlisted household samples across the country and included households that rely only on cell phones as well as those with standard telephone service.

Former Marine Corps Commandant Gen. Carl Mundy, representing the Flag and General Officers of the Military, which has opposed repeal of Don't Ask, said he took heart from a poll finding that showed most voters view the military as a specialized segment of society.

Repealing Don't Ask would have an adverse impact on military discipline, unit cohesion and military recruiting and retention, Mundy added.

He doesn't have Obama's apron strings to cling to this time. If you
think veterans and active duty are going to ignore his vote on DADT
you are sadly mistaken. Its very much an issue.

President Obama and his policies are FAR more popular in VA-11 than they are nationally.

What % of VA-11 voters are veterans and active duty? I'd estimate maybe 25%. And what % of them agree that DADT was a better solution than open service? Even if it’s 50% (which I think is high), that's just 12.5% of VA-11 voters.
Of course, you have to then factor the % of veterans and active duty who wouldn’t vote for Gerry anyway, which is extremely high, perhaps 90%.

So really, I just don't see how DADT really hurts Gerry since it only lcost about 1.25% of VA-11 votes.

The issue with Gerry and the equally odious Jim Moran is they "bring home the bacon". Sounds nice since this area thrives on the federal dollars. But if the U S does not address the debt there wont be much left to bring home one day.
The dollar will continue to weaken and gas and other commodities will increase. But as long as we get ours right?
