Good luck. Even police have a hard time accessing records, they have to have generally good cause, unless they are of course on traffic detail. If they go back to the mainframe at any HDQTRS, and start looking up license plates, they are going to be scrutinized heavily, and may be suspended if it is unwarranted, or terminated.
You will not get any help on this, unless you have been a victim of a crime, and provide probable cause for the police to look it up, and thus obtain info, get warrants, interviews, etc.
