VDOT will pick up the dead animal ~IF~ it's within the state right-of-way. Often on rural roads this is only 30' wide (15' on either side of the centerline). If the animal is outside the state right-of-way, then it's the private property owner's responsibility to dispose of it.

Back in the summer I noted 7 black vultures on a deer carcass in a parking lot in the Westfield's area. They were starting at the asshole and working their way up the rest of the carcass. Over a period of several months I noted that more and more of the carcass disappeared from the action of carnivores, maggots, and other critters so that after about six months there was nothing left but a few tiny (I mean less the 1/4") bone fragments. That is just normal for nature running its course so why bother with the Fairfax or Loudon county authorities!

Fairfax Co. Animal Control is worthless, and they only show up if someone calls in an erratic complaint that can allow for them to write a ticket or possibly arrest someone.
