I want to know why someone running for sherriff of LOUDON County is being allowed to put their signs in the middle of the FAIRFAX County Parkway, just south of the intersection with Leesburg Pike/Harry Byrd Highway (Rt 7).

That location is entirely within Fairfax County. There ought to be a law!

[a]ny person who in any manner (i) paints, prints, places, puts or affixes any advertisement upon or to any rock, stone, tree, fence, stump, pole, mile-board, milestone, danger-sign, guide-sign, guidepost, highway sign, historical marker, building or other object lawfully within the limits of any highway or (ii) erects, paints, prints, places, puts, or affixes any advertisement within the limits of any highway shall be assessed a civil penalty of $100.


• An advertisement is defined in Va. Code Ann. § 33.1-351 as

any writing, printing, picture, painting, display, emblem, drawing, sign, or similar device which is posted or displayed outdoors on real property and is intended to invite or to draw the attention or to solicit the patronage or support of the public to any goods, merchandise, real or personal property, business, services, entertainment, or amusement manufactured, produced, bought, sold, conducted, furnished, or dealt in by any person; the term shall also include any part of an advertisement recognizable as such.


Are any kinds of signs allowed in the state rights-of-way?

There are limited exceptions to the prohibitions in Va. Code Ann. § 33.1-373. These exceptions are set forth in Va. Code Ann. § 33.1-355 (2005), and they include, among other things, farm produce sale signs, official notices or advertisements, signs erected by the Commonwealth Transportation Commissioner, historical markers erected by public authorities, and signs erected by the Red Cross relating to emergency stations.

Have you seen all the talk about Speakman's former lover shooting his ass. He got involved with a married woman while he was married and they were together for five years, which was enough time for Speakman to verbally, physically, and sexually abuse the woman dozens of times. Classic battered woman syndrome. Unbelievable this guy thinks he can be sheriff. All this is in a court record somewhere from what I am reading. Anyone know this asshole? He also ran for sheriff in Fauquier County in 2007. Word is he also was big into porn, said "I am a voyeur, it's a little thing I do". Said this when his shooter confront him about it. Wild f*ckin story for sure. Loudoun is a crazy place.

Lots of rumors about this ass, but this story was verified by court records. Seems Speakman abused this woman for five years. When I got shot she had confronted him about a tape she had of him seeing another woman, he goes ballistic, goes after her, she locks herself in a study that he break the door down to get into, then she runs to the bedroom, he slaps her around and she pulls a gun on him. he says something like "you better make it count bitch because I am gonna kill you if you don't" then she pops one into him.

another story where he was getting porn delivered to their shared house and he was using her mothers name for the brown bag deliveries she opens it thinking it was for her Mom, that's what lead to another beating. she gets a knock on the door one day by a Fairfax County cop saying her 7 year old son is beign investigeted for sexual abuse, she freaks, turns out her son was doin the dirty with Speakman's four year old, he said he learned how to do it by seeing Speakman's porn vids. Nice fella.

Loudoun sheriff candidate Ron Speakman has eventful past

This summer, the Loudoun County sheriff’s race was shaping up as a referendum on the 16-year tenure of incumbent Sheriff Steve Simpson, who bolted the Republican party in 2007, with the challenge coming from former DEA agent and Republican Mike Chapman.

Then Ron Speakman, a former Leesburg town police officer, jumped back in the race after losing the Republican nomination to Chapman in July. And now things have gotten downright racy.

Because for a five-year period in the late 1980s and early 1990s, Speakman had a particularly, er, colorful stage of his life. Now 50, he says they were mistakes made when he was young and stupid. And they wound up getting him shot.

While married with two children, then-Officer Speakman launched an affair with a woman named Marti Miller, also married with a child. Miller’s subsequent divorce, in which a Loudoun judge found she had committed adultery with Speakman, included Miller being thrown in jail for four months for selling a house full of personal property while her estranged husband was out of the country, and the judge receiving a death threat related to Miller’s jailing, which put him under 24-hour armed guard.

When Miller’s divorce was final, she and Speakman bought a house together in Springfield. And in 1993, Miller shot Speakman in the side, with a .38-caliber revolver. She was arrested and charged with unlawful wounding, and then proceeded to tell a psychiatric examiner a mind-boggling story of abuse by Speakman, which Speakman says is entirely untrue. But the end result was Miller was given a one-year sentence, completely suspended, and spent not a day in jail for shooting Speakman.

Since then, Speakman has entered the mortgage business, remarried and largely kept his head down. But in a press conference on the steps of the Loudoun courthouse Wednesday, Chapman’s many Republican supporters wanted to make sure everyone knew the skeletons in Speakman’s somewhat distant past.

“Mr. Speakman is an adulterer,” Loudoun County Treasurer Roger Zurn declared to reporters. “He received a protective order and was shot, yes shot, by a lover.” Zurn then read off the Fairfax case number for the Miller shooting.

Other elected officials — every constitutional officer in Loudoun except Simpson endorses Chapman — denounced Speakman for allegedly not living in the county, contributing to the subprime mortgage crisis and distorting Chapman’s record with the DEA.

So let’s hear from Speakman.

In two lengthy conversations, Speakman vigorously denied Miller’s accusations after the shooting that he was a hard drinking, physically and verbally abusive womanizer. He said he drank only an occasional glass of beer or wine back then, that he never assaulted or abused Miller and that she never called the police on him.

“It was not a volatile relationship,” Speakman said. “I never yelled at her. I spoiled her. I treated her very well.”

About claims he cheated on Miller while they lived together, he said, “I’m not a womanizer. I tried it, I’m not very good at it.”

When I first asked Speakman about adultery, he said “I don’t recall committing adultery when I was married to [first wife] Maureen.” He then said “I’ve been a married man, with the same woman, for 22 years.” He later amended that to 19 years, since in 1989 he was with Miller.

Miller’s divorce case makes plain there was ample evidence that Speakman and Miller were together beginning in 1988, when Miller’s husband hired private detectives who watched Speakman rendezvous with Miller at Rehoboth Beach, and the happy couple making out in public. Speakman’s patrol car was seen outside Miller’s home and the Leesburg bar both frequented, her ex-husband Kenneth Natale said. In depositions and court testimony, Miller repeatedly invoked the Fifth Amendment when asked if she were sleeping with Speakman, and Judge James Chamblin dissolved her marriage based on her adultery.

“In a technical sense, I guess I was” an adulterer, Speakman said about that time 23 years ago. He said that he was separated from his first wife then, was honest with Miller about his status, and said Miller lied and told him she too was separated, when her husband was merely out of town. He said the two met at Spanky’s Shenanigans bar in Leesburg.

Miller claimed the shooting happened after she confronted Speakman over his affair with a co-worker. Speakman said he was not having an affair with the co-worker, but he said he began dating her after he was shot in 1993, and married her in 2001.

Speakman’s shooting nearly killed him, he said, and it cost him a kidney. He said he was unaware that his subsequent contacts with Miller caused her to obtain a one-year restraining order against him, which banned him from their house, and he had never heard the many pages of abuse allegations Miller made against him in a psychiatric evaluation. He said Miller made the claims to evade a possible prison sentence.

Miller’s criminal lawyer, Manuel Capsalis, did not respond to requests for comment.

Miller now lives in New Mexico. I have been trying to reach her this week for her side, so far without success.

So does a torrid, adulterous affair capped off by a shooting have relevance to a campaign for sheriff 18 years later? Miller’s ex-husband, Natale, who received anonymous death threats during the divorce including the one directed at the judge, thinks it does.

“It’s clear from the circumstances of my case,” Natale said, “that Speakman proved himself to be a liar, a cheater, an abuser of authority and a betrayer of the public trust.” Speakman resigned from the Leesburg police in 1991, amidst all this turmoil, and the police won’t say why, citing personnel rules. Speakman says it was because he wanted to go into the mortgage business, where he made a great deal of money with a company called Mortgage and Equity Funding. He closed the business last year.

Natale said, “Someone who is that morally bankrupt doesn’t morph, in five or 10 or 15 years, into somebody you would want as the sheriff of your county.”

Speakman said that he was led to believe Natale was a bad guy, but later learned he was actually “an honorable man and a good father.” He said Miller often talked about harming her husband, and that “I saved him from the bullet. I got the bullet. That’s how I see it.”

He said he was young, 27, in 1988. “I made a bad decision to be with her, and I took responsibility for that,” Speakman said. He said Miller shot him when he learned she was taping his phone conversations, and he told her he was leaving her.

“We were two partners in mischief,” Speakman said. “And I paid for it.”

What a load of hogwash. She shot him after he assaulted her. When she pulled the gun he said, "bitch you better make it count because I am gonna kill you". She shot him and then he walked across the street. This guy is a pathological liar.

The funny thing is Speakman is constantly talking about how he is wants to strengthen the Castle Doctrine. The ability to shot someone if they are in your house. Haha. I guess he can say he has first hand experience.

Loudoun candidate Speakman sends woman lewd photo

The Loudoun County sheriff’s race just took another turn for the weird.

Last week, independent candidate Ronald Speakman text-messaged a photo of a man’s penis to a woman who apparently was working for his campaign. I have seen the photo, the phone that received it, and Speakman’s cell phone number attached to the photo. You do not want to see the photo.

Speakman admits that he sent the photo but said it was intended as a joke after the woman made a series of sexual comments and text messages. He said the photo was not of him, which appears to be true. He said the woman did not work for him. And he said he was not going to apologize for sending it.

The woman did not find the photo of a man’s genitalia particularly hilarious. She strongly denied making any sexual comments or text messages to Speakman. She said she had no political background, had never heard of Speakman or any of the Loudoun sheriff candidates before Speakman approached her in a Leesburg bar one afternoon last month. She said she came forward because “I think … has no business wearing a badge…The thought of him being the leader of our police force scares me.” She was able to cite examples of online blog posts she wrote on Speakman’s behalf as evidence that she worked for him.

You may recall that last month it was reported that Speakman, while an officer in Leesburg in 1988, launched an extramarital affair with a married woman. The two eventually bought a house together in Springfield, and in 1993 she shot him there. That incident was sparked by a dispute over whether Speakman was seeing another woman. Speakman subsequently married that woman and remains married to her. Speakman said the affair was an error committed in his youth.

You will recall also that the sheriff of Loudoun County is different than the other sheriffs in Northern Virginia. The Loudoun sheriff performs the police functions of the county, while other NoVa sheriffs oversee the jail and courthouse, but generally do not respond to or investigate crimes or patrol neighborhoods. So it’s a powerful post and an important election.

Speakman continues to pour on the advertising dollars for his campaign, with large ads in the Loudoun Times-Mirror and Leesburg Today and a recent full-page ad in the Purcellville Gazette. It’s the equivalent of a huge media buy in a larger-scale campaign, while Republican Mike Chapman and incumbent independent Sheriff Steve Simpson have been relatively quiet.

The stories told by Speakman, 50, and the Loudoun County woman about how they met and their various interactions leading up to the graphic photo message are fairly similar. The woman spoke on condition of anonymity because she fears reprisals.

It is undisputed that they met in Payne’s Downtown Saloon, across Market Street from the Loudoun courthouse, on Sept. 9, and that Speakman asked her to post messages on his behalf in the comments section of stories for the Too Conservative blog and the Loudoun Times-Mirror and Leesburg Today. After reading up on Speakman, she did post a number of comments defending him, under the name “Sterling view,” for which she said she expected to be paid. Speakman said she was a volunteer.

After a lunch, another meeting at Payne’s and some long phone conversations, it is also undisputed that last Friday, Speakman sent her a text message which said, “Does this look like atheletes foot?” Attached to the message was a photo of a man seen only from the waist down, his right foot extended toward the camera, his penis clearly visible to the right of the foot.

The woman opened up the message and said she was “disgusted. Shocked. Sick to my stomach that I wrote stuff for him, that he’s a ‘good, honest man.’”

What is in dispute is the context in which Speakman sent the message.

“She put herself out as someone who would enjoy that kind of humor. And I apologize for nothing,” Speakman said.

He claimed that the woman told numerous stories of her sexual past and her previous infidelities and had sent him sexually explicit text messages. He did not, however, save any of those text messages. A bartender at Payne’s said she saw some sexual text messages on Speakman’s phone, but didn’t know who sent them.

Speakman said he forwarded the photo, but “I was never inappropriate with her. Have you seen the photo? It’s a joke. It’s a joke photo. It was going around. My son got it. I can tell you the guy that forwarded it to me. It’s been around all over. It says, ‘Do I have athlete’s foot?’”

Bo Frazier, a friend of Speakman’s from Fauquier County, said he sent the photo to Speakman last week, also as a joke. He said it was something someone sent him, and he had no idea what the “athlete’s foot” comment was. He said Speakman and his wife were “great people.”

The woman vehemently denied ever having extramarital affairs or discussing her sex life with Speakman. She said she did not send him any text messages about sex.

Speakman believes he was set up by someone in the Republican party. He ran for the Republican nomination for sheriff, but lost at the party convention in July. In August, he reentered the race as an independent, and was recently denounced by Republican officials at a press conference on the Loudoun courthouse steps.

You had a point about the signs and even a reasonable argument about them basically being "litter", BUT as soon as you throw out "I've been serving in our nation's military for more than 20 years" is where you become a self-important fucking idiot. Whether you decided to join the military, or not, has no value in real life. Only the ignorant and foolish equate their JOB to the merits of their opinions. If you were a doctor or lawyer and talking about medical or legal issues, OK, then there is some connection, but you are talking about fucking signs on the road.

I always get a kick out of people who get their panties in a bunch when someone disagrees with them, but especially when some meat-headed fuck gets pissed and their only response is "I was/am in the military!", what a fucking joke.
