You won the Fairfax Tax Lottery. Each year during the first full week of January a Deputy Sheriff visits a citizen at random to deliver the cash prize of $50,000. Kind of like Publishers Clearinghouse.

Dude, could be anything: summons, arrest, eviction, lien, garnishment, warrant, etc. No way of knowing, but it ususally isn't good news. Or, he could have had the wrong address or is looking for one of your neighbors.
