Use of the Fairfax PD/FD Scanner Site

As most people on this board are aware I have been running the scanner site that rebroadcasts Fairfax Police and Fire channels over the internet. I also rebroadcast Potomac Air Traffic Control on a separate channel on the server.
The site has a steady stream of listeners every day. Lately, we seem to have attracted a few listeners who choose to use the chat capability on the site for purposes other than discussing scanner traffic. Foul/abusive language and derogatory comments to other users on the site is in my view inappropriate.
The rules for using the site are simple:
1. Do not use nicknames that are outright vulgar.
2. Use the chat capability to discuss scanner-related information only.
I am not trying to be prudish. There are plenty of places on the internet if you wish to engage in the above behavior. Since our listeners include law enforcement personnel, public safety professionals, young people, as well as many visitors to this board and from elsewhere the aim is to maintain the high road and not let unnecessary banter degrade the quality of life on the site.
We have also had multiple attempts by people trying to hack the site to gain administrative access. Some additional safeguard measures have now been put in place to reduce the likelihood of success for these attempts. I have also disabled the chat capability temporarily for anonymous users so as to discourage the above behavior.
I hope that a small group of users does not spoil it for the masses. If the situation continues, however, we will need to resort to user registration as a means of controlling access to the scanner.
